The chairman of the Chamber of Advocates of the Republic of Armenia Ara Zohrabyan turned to the chairman of the Belarusian National Bar Association Victor Chaychits and the chairman of the Chamber of Advocates of the Russian Federation Yuriy Pilipenko asking for their assessment of the incident connected to Alexander Lapshin and assist in the question of displaying legal help to the latter.  

On the 29-th of December 2016 the Chamber of Advocates of RA formed a professional working group which includes advocates  Simon Babayan, Emil Amirkhanyan,  Taron Simonyan and  Arayik Ghazaryan.
The professional group found Alexander Lapshin’s extradition on the demand of the chief prosecutor of the Republic of Azerbaijan intolerable as it contradicts to the claims of the international and intrastate legal acts.  

Let us remind that the citizen of the Russian Federation Alexander Lapshin has been arrested in the Republic of Belarus with the purpose of extradition on the demand of Azerbaijan owing to the fact that in April of 2011 and October 2012 visited Nagorno-Karabakh and made notes about those visitations in his blog. The prosecutor’s office of Azerbaijan initiated criminal proceedings based on the component elements of crime provided under articles 281.2 and 318.2 of their local criminal code which are the making of a public calls trampling the territorial integrity of Azerbaijan  as also the absence of appropriate documents while passing the state boundary.
